Can the administrator run payroll without approving employees work hours?

No, if there are any work hours that are awaiting approval, the administrator must approve or decline the shifts to proceed with the payroll. 

Administrators will receive email notifications on the pending work hours of the employees that needs action and can view it as a notification on their dashboard.
